Chapter 1 General Provisions

Article 1 In order to further deepen the reform of education and teaching, sufficiently mobilize and give play to the initiative and enthusiasm for foreign undergraduate students’ study (hereinafter referred to as “Foreign Students”), and normalize the specialty transfer, we have specially formulated the Measures.

Article 2 In the work of specialty transfer for Foreign Students, we will persist with the principles of fairness, justice and openness, comprehensively survey students’ professional interests and specialties, implement specialty adjustment according to the reception conditions, assessment measures and reception plan publicized, and accept the supervision of teachers and students in the full process.

Article 3 The Leadership Group of the Specialty Transfer Work for Undergraduate Students of the University takes charge of formulating the overall plan for the specialty transfer of Foreign Students; examining and determining the reception plan, application conditions and assessment methods of each specialty; determining the working schedule; examining and approving the shortlist of the students transferring their specialties; and accepting the complaints occurring during the specialty transfer and adjustment process, etc. The Leadership Group of the Specialty Transfer Work for Undergraduate Students of the College takes charge of making the College’s scheme for specialty transfer; accepting students’ consulting and registration; examining students’application qualifications; organizing special assessment and publicizing the shortlist of the students who will be transferred in; confirming the credit points of the students who will be transferred in, and instructing them for credit recovery, etc.

Article 4 The Measures are applicable to the registered Foreign Students of the University.

Chapter 2 Application Conditions

Article 5 Full-time on-campus Foreign Students having the student status of Nanjing Tech University may apply for specialty transfer if they are more interested and specialized in the other specialty, or cannot study the original specialty for physical reasons, but could still study the other specialty during the study period. Foreign Students could transfer specialty for only once during study in the University in principle.

Article 6 Foreign Students applying for specialty transfer under one of the following circumstances will not be approved by the University, unless under other special circumstances:

(1) Foreign Students fail to handle registration for admission, or fail to obtain student status or being admitted to the University less than one semester;

(2) Foreign Students are admitted to school-school cooperation and top-up specialties;

(3) Foreign Students have filed an application for graduation, or it is less than one year before expiration of the schooling;

(4) Foreign Students are in the period of suspension, retaining student status or retaining admission qualification;

(5) Foreign Students are clearly defined unavailable to change specialty when they are admitted;

(6) Foreign Students are under other circumstances which are unfair, unjust and non-open.

Chapter 3 Working Procedure

Article 7 The professional school planning to accept the Foreign Students changing specialty shall take charge of making its scheme for specialty transfer; accepting Foreign Students’consulting and registration; examining Foreign Students’application qualification; organizing special assessment and publicizing the shortlist of the potential Foreign Students; affirming the credit points of the Foreign Students transferred in, and instructing them for credit recovery, etc.

Article 8 Operating procedures for specialty transfer

(1) Each college makes their own work plan for specialty transfer of Foreign Students according to the existing school-running conditions and demands;

(2) The Leadership Group of the Specialty Transfer Work for Undergraduate Students of the University examines the work plan for the specialty transfer of Foreign Students, as submitted by each college, and the Department of Teaching Affairs publicizes the scheme;

(3) After obtaining the approval of their own colleges and the Overseas Education College, Foreign Students shall register with the transfer-accepting college by carrying relevant materials required by the transfer-accepting college.

(4) The transfer-accepting college organizes assessment to determine and publicize the shortlist of the students who will be accepted, and meanwhile, submits the shortlist for examination to the Leadership Group of the Specialty Transfer Work for Undergraduate Students of the University;

(5) The University examines, approves and publicizes the formal shortlist of the Foreign Students transferring specialty.

Article 9 Schedule for specialty transfer:

(1) Before the end of the spring semester, the transfer-accepting college shall finish publicizing the work scheme for specialty transfer, accept Foreign Students’ consulting and registration, examine Foreign Students’ application qualification, organize special examination, complete the confirmation of courses already studied by Foreign Students and the scheme for substitution of credit points, publicize and submit the shortlist of the Foreign Students to be transferred in, etc.

(2) Before the starting of the autumn semester, the Leadership Group of the Specialty Transfer Work for Undergraduate Students of the University shall complete the examination on the Foreign Students to be transferred in, and publicize the formal shortlist of the potential Foreign Students.

(3) When the autumn semester starts, the Foreign Students shall register and study at the college of the transferred-in specialty.

Article 10 If Foreign Students who are approved to transfer specialty fail to meet the assessment requirements of the transfer-accepting college in the final examination when they apply for specialty transfer, they will be deprived of the qualification for specialty transfer, and shall still study the original specialty of the original college.

Article 11 After changing the specialty, Foreign Students will graduate and accept academic degree audit according to the training plan of the new specialty. Foreign Students shall restudy the courses as considered necessary by the transfer-accepting college, and pay corresponding tuition fee according to regulations. If Foreign Students have studied some courses of the new specialty, and obtained credit points equal to or higher than those required for the new specialty, the original courses may replace the new courses, or Foreign Students will need to restudy the new courses or partial course contents, and the credit points of original courses could only be recorded in the credit points of selected courses.

Article 12 The Foreign Students who have transferred specialty shall carry out registration according to the credit points of courses in the training scheme of the transferred-in specialty, and their student ID will be remained unchanged.

Article 13 The Foreign Students who have transferred specialty shall select or cancel courses for the new semester by logging on the educational administration system within the regulated time according to the requirements of the transferred-in specialty training scheme.

Article 14 The tuition standard for Foreign Students transferring specialty shall be executed as per the transferred-in specialty.

Article 15 The Measures shall be implemented since the date of issuance.
