Regulations of Nanjing Tech University on the Administration of Student Status for Foreign Graduate Students


 

To implement the national education policy, further standardize the administration of foreign graduate students studying in China (hereinafter referred to as "foreign graduate students"), maintain the normal teaching order of the University, and ensure the training quality of foreign graduate students, in combination with the actual situation of the University, these Provisions are hereby formulated in accordance with the Regulations on the Administration of Students in Ordinary Colleges and Universities (Decree No.41 of the Ministry of Education) and the Administrative Measures for the Recruitment and Training of International Students in Schools (Decree No.42 of the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security).

I. Enrollment and Registration

(i) New foreign graduate students should go through the registration formalities at the University on the date stipulated by the University with the admission notice and other relevant certificates. New foreign graduate students who are unable to register on time due to special reasons should ask for leave from the College of Overseas Education in advance and submit relevant certificates to the Graduate School for filing, with a leave less than two weeks. Except for factors such as force majeure, those who do not take leave or take leave beyond the time limit shall be deemed to have given up their admission qualifications.

(ii) The University will review the qualifications of new foreign graduate students according to the regulations upon their enrollment. Those who are found to have incompleteness or untruthfulness in their materials or other circumstances that do not meet the admission requirements will be disqualified from admission. Those who obtain the admission qualification or student status through falsification shall be disqualified from admission or student status whenever verified. In case of any serious circumstance, the case shall be reported to the relevant department for investigation and handling.

(iii) New foreign graduate students must go to the designated institution of the University for physical examination, and only those who pass the physical examination may be registered as students. Any new foreign graduate students who do not meet the health standards for admission may apply for retaining the admission qualifications for one year, and return to their homelands for treatment at their expenses upon examination and approval by the College of Overseas Education, their respective professional college and the Graduate School. Those who retain the admission qualifications will not have the status of graduate students, nor enjoy the treatment of graduate students in the University. All their behaviors during this period shall have nothing to do with the University. Foreign graduate students who retain their admission qualifications should apply to the University for admission in writing before the end of June of the following year with the hospital's health certificate, and may only go through the admission formalities again after passing the physical examination by the designated institution of the University. Foreign graduate students who retain their admission qualifications will be disqualified if they fail to pass the reexamination or fail to go through the admission formalities within the time limit.

(iv) The University implements a full insurance coverage system for all foreign graduate students. Foreign graduate students must be insured as required; those who have not purchased insurance as required should be insured within a time limit, failing which, they shall not be admitted by the University; and those who have studied in the University should be dropped out of school or not registered.

(v) At the beginning of each semester, foreign graduate students must go through the registration formalities at the College of Overseas Education with their valid certificates and residence permit certificates within the date stipulated by the University. They may be registered only upon payment of tuition fees and other related expenses on time and application for insurance as required. Those who are unable to register as scheduled for some reason shall take written leave to perform the formalities for suspending the registration. Those who fail to pay tuition fees and other expenses according to the regulations of the University or do not meet the registration conditions will not be registered.

II. Length of Schooling and Study duration

(i) The length of schooling for foreign postgraduate students is generally 2-3 years, that for foreign doctoral candidates is generally 3-4 years, and that for foreign graduate students under successive postgraduate and doctoral programs is generally 5 years.

(ii) Foreign graduate students should complete their learning tasks within the prescribed time limit, generally, their study time may not be extended. For those who fail to complete their learning tasks on schedule due to non-subjective reasons, upon their application, the consent of their respective tutors, professional colleges, and the approval of the Graduate School, their study time may be extended as appropriate, but the maximum study duration (including suspension of school and retention of student status) for master foreign graduate students shall not exceed 5 years in principle, while that for foreign doctoral candidates shall not exceed 8 years in principle. Foreign graduate students should pay the relevant fees as required during the extended study period, and in principle do not enjoy scholarships or grants.

III. Assessment and Achievements Record

(i) Foreign graduate students shall take part in the assessment of the courses (credits) and various educational and teaching links (hereinafter referred to as "course(s)") stipulated in the University's training scheme. The assessment achievements and relevant credits will be recorded in the transcripts. The course assessment and achievements management of foreign graduate students shall be subject to the Regulations of Nanjing Tech University on Course Assessment and Achievements Management for Foreign Graduate Students and other documents.

(ii) The requirements for the courses or attempted credits and other teaching links (including practice links) to be taken by foreign graduate students in the semester or academic year shall be subject to the training scheme and other regulations of the University.

(iii) Foreign graduate students shall strictly abide by the examination discipline when taking the examination (quiz) of their courses. For any foreign graduate student who violates examination discipline or cheats in the examination, the result of the course will be recorded as invalid, and the student will be dealt with according to the Regulations on Disciplinary Measures for Foreign Students in Nanjing Tech University and other documents.

IV. Switching of Majors

(i) In principle, foreign graduate students are not allowed to switch to other majors after admission.

(ii) If it is necessary to change the major due to the major adjustment, change of tutor or other special reasons, the foreign graduate student must apply by himself/herself and report to the Graduate School for approval upon review by the College of Overseas Education of the opinions proposed in writing by the tutor and the person in charge of the professional college.

V. Suspension and Resumption of School

(i) Where a foreign graduate student applies for suspension of school due to illness, disability, psychological disorder, etc., the University shall approve the suspension as considered appropriate. The suspension of school shall be applied by the foreign graduate student himself/herself and submitted to the Graduate School for approval upon the consent of the tutor, the professional college, and the College of Overseas Education. The suspension of school for foreign graduate students is limited to one academic year in general. Foreign graduate students under suspension of school should go through the formalities of leaving school and leave for home within 10 days from the date of receiving the notice of suspension. Foreign graduate students will not enjoy the treatment of graduate students in school during their suspension period, and all expenses shall be borne by themselves.

(ii) Upon expiration of the suspension period, foreign graduate students must apply to their respective professional colleges and the College of Overseas Education for the resumption of their studies two weeks before the end of the semester, provide a hospital health certificate, and go to the institution designated by the University for physical examination. Only after passing the physical examination and reporting to the Graduate School for approval can they go through the resumption procedures.

VI. Drop Out

(i) Foreign graduate students shall be expelled from the University under any of the following circumstances:

1. The student has not completed the resumption procedures within 1 month after the expiration of the suspension period;

2. The student has committed illegal acts during his/her suspension from school;

3. The student fails to pass the re-examination for resumption upon expiration of the suspension period;

4. The student has been diagnosed with mental illness or suffered from other diseases and accidental disability that disables him/her from continuing the study;

5. The postgraduate student failed two degree courses in a single semester, or failed one degree course and failed again after one retake;

6. The doctoral student failed one degree course in a single semester and failed again after one retake;

7. Upon assessment, the student is considered unsuitable to be trained further, or displays in the dissertation work that his/her scientific research ability is deemed as obviously weaker than the learning requirements;

8. The student has accumulatively applied for personal leave for more than a month in one semester;

9. The student has left school without approval and has not been present in the educational activities stipulated by the University for two consecutive weeks;

10. The student has not been registered for more than two weeks and has not asked for leave or has left without approval;

11. The student has applied for withdrawal;

12. Other circumstances that are considered unsuitable for further training upon examination and assessment.

(ii) Handling of foreign graduate students who have dropped out Foreign graduate students who have dropped out of school should go through the formalities of leaving school and leave for home at their expenses within 10 days after the approval of their withdrawal.

VII. Graduation

(i) Foreign graduate students of good moral characters who have completed the training scheme, passed the course studies with qualified achievements, and completed their graduation (degree) dissertations and passed the defense, are allowed to graduate and conferred with graduation certificates. According to the Measures of Nanjing Tech University on Granting Doctoral and Master's Degrees to Foreign Graduate Students Studying in China (Trial), those who meet the conditions for degree granting will be awarded degree certificates upon approval by the Academic Degree Evaluation Committee of the University.

(ii) For foreign graduate students who have completed the course studies stipulated in the training scheme, passed the examination and completed their dissertations, but for some reason have not participated in the defense of their dissertations on time, or whose dissertations have failed to pass with the defense committee, they will be handled as completion of schooling and will be issued with a certificate of completion upon their application.

(iii) Foreign graduate students who have completed their dissertations but failed to defend on time for some reason must, at their expenses, make up their defenses within the specified time upon deliberation and approval by the academic degree evaluation subcommittee of their professional colleges. Upon approval of the defense, the graduation certificate can be awarded, and the graduation date shall be filled in with the date of issuance.

(iv) For those who fail to pass the dissertation defense, when deemed by the defense committee that they can make up for the defense, the foreign graduate student may, at their expenses, make up for the defense once within one year upon their written application, with the consent of the tutor and the academic degree evaluation subcommittee of their professional colleges, and with the examination and approval of the Academic Degree Evaluation Committee of the University. Foreign graduate students who have passed the make-up defense can be awarded the graduation certificate and the graduation date shall be filled in with the date of issuance. If the student fails the make-up defense again, no further defense is allowed.

(v) After graduation or completion of schooling, foreign graduate students should go through the formalities of leaving school within the specified time, leave school on time and leave for home.

VIII. Academic Certificate Management

(i) The academic certificates shall be filled out and issued according to the personal information filled in at the admission of the foreign graduate students.

(ii) The University implements the management system of electronic registration of student status and academic qualifications in higher education, and will timely complete the electronic registration of student status and academic qualifications of foreign graduate students following relevant regulations.

(iii) Academic certificates obtained by cheating, plagiarism, copying, and other academic misconduct or improper means shall be cancelled by the University upon verification. If a revoked academic certificate has been registered, the University will cancel it in time.

(iv) In case of loss or damage to an academic certificate, the corresponding letter of proof shall be issued upon application of the foreign graduate student and verification by the University. The letter of proof shall have the same effect as the original certificate.

IX. Supplementary Provisions

These Provisions shall be implemented as of the date of promulgation and shall be interpreted by the Graduate School.
