南京工业大学江浦校区留学生公寓管理规定

一、总则

1、南京工业大学(丁家桥和江浦桥区)公寓管理规定的制定旨在加强留学生宿舍管理的规范化,保证留学生在宿舍内的人身财产安全,维护留学生公寓的正常秩序。

2、所有入住留学生公寓的学生都应自觉遵守此规定。留学生管理办公室有权对违反规定的学生进行相应处罚。

3、留学生公寓管理的主要任务有:妥善管理宿舍楼的设施设备;对留学生实施教育和日常管理;提供优质的服务以及维护良好的生活环境。

4规定中的“留学生公寓”主要指江浦校区留学生公寓。

Ps:( 由于设施不同,丁家桥校区留学生公寓管理参考此规定以及我校外籍专家楼管理规定 )。

二、住宿规定

5、凡在我校注册的中国政府奖学金生、外国留学生学历生、进修生均可申请入住留学生公寓。留学生凭本人的有效证件(护照、居留许可)和留学生管理办公室开具的入住证明,方可入住。

6、本科生和硕士生两人一间。学生如有特殊情况需要单独居住,须提出申请,并承担另一床位费用。在条件允许的情况下,由留学生管理办公室统一安排。自费生需一次性缴纳一年住宿费,若未在限定期限内缴纳住宿费,留学生管理办公室将有权责令其搬出留学生公寓并缴纳所欠住宿费。留学生若中途退房,住宿费退费标准为:学生如果在第一学期中办理退房的,退还其所交一年住宿费的一半;在第二学期开学后要求办理退房的,住宿费不退。

7、学生应按指定房间和床位住宿,不得擅自调换房间或床位。严禁在寝室内留宿非本室人员。学生在开学两周后如有特殊情况可以提出换房申请,在条件允许情况下,留学生管理办公室将会根据学生申请酌情帮助学生换房。学生在入住期间只可以申请换房一次。

8、非留学生公寓住宿人员一律不得进入公寓,留学生不得在公寓内会客和留宿外来人员。

9、入住学生有责任维护公寓安全。学生须妥善保管好个人财物。学校不承担由于火灾、盗窃、水灾或其它原因造成的学生个人财产损失。

10、留学生公寓设有公寓管理人员,具体负责公寓的日常管理。公寓管理人员有权对学生进行管理。

(留学生管理办公室、学院和公寓管理站有权检查学生寝室。对在公寓内行为不当者,公寓管理人员有权进行批评教育,并将情况报学生所在学院和留学生管理办公室)。

三、公寓内设施、物品管理

11、寝室按两人居住标准,配备双层床、单人多用书橱写字桌、座椅,每寝室配备电热水器一台、空调一台以及两个电脑网络接口。留学生入住前,须和公寓管理员一起,依照《留学生公寓物品配备清单》对房间内配备的物品进行验收,并签字确认。公寓不提供床上用品,学生如需购买床上用品,请与宿舍管理站联系购买。

12、公寓内和寝室内所有预装设施为学校的公共财产,如有损坏,由责任人自费修理或按原定型号、品牌更换。无法修复的由责任人负责赔偿,如无法确定责任人,则由寝室成员共同支付。如自然损坏,无法使用,需持已坏物品到管理站更换。如遇宿舍调整或离校,所有公共财产经验收合格后方可办理相应离宿手续。

13、浦江6栋留学生公寓的阅览室、活动室、茶水间、洗衣间和自炊间为公用区域,学生须保持公共区域的整洁,并应妥善使用公用设施,里面的物品一律不准带出。如物品和设施遭到损坏,应自费维修或按原定型号、品牌更换。无法修复的由责任人负责赔偿,如无法确定责任人,则由全体入住学生共同支付。

14、寝室内的水电费由学生自己支付。

15、在退宿后,学生应将宿舍钥匙归还宿舍管理站。

16、寒暑假期间,公寓一般不留学生住宿。如果学生要住宿,应申请假期留宿。

四、公寓、寝室内学生行为管理

17、学生须保持公寓、寝室安静,不得大声喧哗、嬉闹。为确保所有入住学生能有安静的时间休息和学习,周日至周四22:30-6:30和周五及周六23:30-8:00为安静时间,安静时间可以延长,但不可以缩短。在安静时间内所有学生不得在公寓开展可能影响他人学习、休息的娱乐活动,供个人娱乐的音乐及影视声音音量需控制在自己房间内,以不影响他人为度。在非安静时间,所有入住学生也有责任保持公寓的安静环境。在公寓楼院内组织集体活动须向所在学院或留学生办公室申请。

18、严禁在公寓、寝室内进行非法活动,以及书写和张贴危害中华人民共和国国家安全或扰乱校园教学、管理、生活秩序的标语、大小字报。在公寓、寝室内张贴宣传品须经学院、留学生管理办公室等部门同意。

19、严禁在公寓、寝室内收藏、观看、传播危害中华人民共和国国家安全、扰乱社会秩序或不健康的书刊、影碟、网络信息。

20、学生需保持寝室内卫生整洁,墙壁上不乱贴、乱画,不允许敲钉入墙,乱挂衣物。允许各寝室根据个人需要和爱好进行一些不破坏墙体、不影响整洁的床头设计。入住学生不得擅自改变房间内家具摆设位置。不得在公寓、寝室内乱扔杂物,不得将室内垃圾扫至走廊。

21、学生在公寓内不得酗酒、赌博、聚众哄闹。严禁学生擅自在公寓内进行促销、经营等商业活动。

22、不得随意移动、破坏消防设施和器材,不得损坏公寓的安全监控设施,违反者要赔偿损失并接受相应处理。公寓及寝室内不得私接天线和其它录放设备。

23、学生应按时间回自己所住寝室就寝。禁止翻越公寓围墙、栏杆进入公寓和寝室。学生因为翻越公寓围墙、栏杆所造成的伤害,由学生自行承担责任。

24、注意公寓、寝室内用电安全,室内无人时要切断电源,严禁私拉电源和使用电炉、电磁炉、电炒锅、热得快、电取暖器等大功率电器,如发现,公寓管理人员有权加以没收。

25、严禁在公寓、寝室内使用明火(包括点蜡烛、酒精炉、煤油炉、抽香烟等)、焚烧纸张杂物。

26、严禁在公寓内饲养各种宠物,所有动物不得带入公寓内。

27、严禁在阳台栏杆上放置重物,严禁向窗外和阳台外抛砸各种物品,泼倒茶水、丢弃烟头等。如因此类行为引发的人身伤害及损失,肇事者要承担相关责任。

28、学生烧饭只能在自炊间进行。学生在使用自炊间时,必须注意安全,如因个人操作不当产生的财产损失和人员损伤,肇事学生需个人承担全部责任。使用完毕,学生有义务进行清理,以保持自炊间整洁。严禁在寝室内烧饭做菜。

29、不允许在宿舍和学校内进行宗教活动。

30、对于晚归或者夜不归宿的学生,管理人员有权进行相应的处分。情节严重的,劝其退学。

31、学生必须购买医疗保险。学校各部门均不对学生发生的医疗费用负责。

32、公寓管理部门实行清洁卫生检查制度。对于卫生检查多次不合格的寝室,进行相应处罚。

33、凡违反学生公寓管理规定的,除按本规定进行批评教育、取消奖学金、取消免费住宿权及相关处理外,还将依据《南京工业大学留学生管理暂行规定》、《南京工业大学本科生管理规定》、《南京工业大学研究生管理规定》的相应条款给予纪律处分或经济处罚。

本规章制度自制定日201591日起开始实施,解释权和补充权归属南京工业大学海外教育学院。

Dormitory regulations

一、General Rules

1、Nanjing Tech University Regulations on Foreign Students’ Apartment of Dingjiaqiao and Pukou Campus is formulated for strengthening the management of foreign students’ apartment, ensuring students’ personal safety and property, and maintaining the normal order of foreign students’ apartment.

2All students checking in Foreign Students’ Apartment should follow this regulation. International Students Affairs Office (ISAO) is authorized to impose corresponding sanction to those who violate the regulation.

3、The main management task of foreign students apartment is to manage the facilities of the apartment building; to carry out education and daily management in foreign students; to provide high quality service and maintain good living environment for all foreign students checking-in.

4、“Foreign Students’ Apartment” in the regulation refers to the overseas student Apartment in Jiangpu Campus.

Since the facilities are different, for the overseas student apartment in Dingjiaqiao campus, please refer to this

regulation together with the dormitory regulations for overseas experts.

二、Regulations on Accommodation

5、All Chinese government scholarship students, foreign degree students, and advanced students registered in Nanjing Tech University can apply for accommodation in foreign students’ apartment. Foreign students should register with valid personal identification (passport, residence permit) and occupation certification issued by ISAO.

6、For undergraduate and master students, two students should share one room. Those who need to live alone for special reasons should submit application in advance to get approval from ISAO under consideration of current conditions, and students getting approval should pay the proper accommodation fee. Self-support students should pay the accommodation fee by academic year. Those who cannot pay the accommodation fee would be informed by ISAO to check out the room and pay up the delaying fee. Students who check out within the first semester of the academic year would get a refund of half of the accommodation fee, and accommodation fee would not be refundable if students check out in the second semester.

7、All the students should live in the registered room and bed space, and should not change room or bed space without prior approval. Accommodating others and pets in the room is strictly forbidden. The students

with special reasons can submit application to ISAO for changing room two weeks after moving in. If condition

permits, ISAO would rearrange the room of the applicant. Students can only submit such application once during

stay.

8、Only checking-in students can enter the apartment building and students cannot meet others or accommodate others in the room.

9、Students should be responsible for keeping the safety of the apartment, and should take good care of personal belongings. The university will not take any responsibility for the loss of personal belongings in case of fire, stealing, flood, etc.

10、Administrative staff is responsible for the daily management of the apartment and is authorized to supervise students’ behavior. ISAO, colleges and apartment administrative office is authorized to check the rooms of students. Administrative staff has the responsibility for educating students for any improper behavior and reporting to the college and ISAO.

三、Regulations on Facilities and Items of the Apartment

11、As designed for two students, in each room there are such facilities as following: furniture (bunk beds, bookshelves and desks of multiple use and chairs), one electric water heater, one air conditioner, and two network port. Students should check all the facilities and items with the administrative staff according to the Facilities List of Foreign Students’ Apartment when checking in and make confirmation with signature. The apartment does not provide any bedding. Students can contact the apartment administrative office to buy bedding if necessary.

12、All the installed facilities in the room and apartment belong to public property of the university. Any damage to the facilities would be repaired or replaced by the student responsible in accordance with the original model and brand. The student responsible should pay for any damaged facilities that cannot be repaired, and students sharing one room should share the payment if who should be responsible cannot be identified. Facilities in case of natural damage can be replaced in the apartment administrative office. The room facilities should be checked before student check out for changing room or leaving the university.

13、Reading room, common room, chatting room, laundry room, and cooking room in No.6 Building are public areas. Students should keep clean of these areas, and take care of public facilities. The facilities should not be taken out of the above rooms. Any damage to the facilities would be repaired or replaced by the student responsible in accordance with the original model and brand. The student responsible should pay for any damaged facilities that cannot be repaired, and all the students in the building should share the payment if who should be responsible cannot be identified.

14、The fee of water and electricity consumed in the dorm should be paid by the students.

15、Students should return the key to the management of the building when they check out.

16、Students should apply for the vacation stay, since normally the dormitory won’t host students during the summer holiday and winter holiday.

四、Regulations on Student Behavior in the Room and Apartment

17、Students should keep quiet in the apartment and avoid making loud noise. To ensure that all checking-in students could have quiet environment for study and rest, 22:30 to 6:30 am from Sunday to Thursday, and 22:30 to 8:00 am on Fridays and Saturdays is sat as Quiet Hour. Quiet hour can be extended but not be shortened. Students should not hold entertaining activities that may disturb others’ study and rest during quiet hour, and music and TV for personal entertainment should be kept in low volume in the room. Apart from Quiet Hour, students are also responsible for keeping a quiet environment of the apartment. Any public activity to be held in the apartment should be approved by the college or ISAO.

18、Any illegal activity, writing or putting up logos or posters that damage the security of the People’s Republic of China, or disturb teaching, administration or campus order of the university is strictly forbidden. Posting publicity materials in the room or the apartment should be approved by the ISAO.

19、Collecting, watching, or spreading books, videos, or network information that threaten the security of the People’s Republic of China, disturbing social order, or being insalubrious is forbidden.

20、Students should keep the room clean and tidy, without sloppy posters and drawings, and should not drive nails into the wall to hang clothes. Proper decorations without damaging the walls and the furniture in the room are

permitted. Students are not allowed to move the furniture without permission. No littering in the room or the corridors.

21Students are not allowed to drink, smoke, gamble, or assemble for making disturbance. Business activities such as selling or sales promotion in the apartment are forbidden.

22、Students are not allowed to move or damage fire-fighting facilities and safety supervising equipment in the apartment. Those who violate the regulation would compensate the damage and be imposed corresponding sanction. Attaching antenna or other video equipment in the room or the apartment without permission is forbidden.

23、Students should come back to the room on time, and are not allowed to climb over the wall or the rail to get in the apartment. Those who get injured when climbing over the wall or the rail should be responsible for themselves.

24、Students should be careful of using electricity, and power supply should be switched off when no one is in the room. Making private wires or using electric stove, induction cooker, electric frying pan, electric heating stick, electric warmer or other high-power electric equipment is forbidden. Administrative staff is authorized to confiscate the electric facilities mentioned above when students are found using them in the room.

25、Any use of fire (including candles, alcohol stove, kerosene stove, smoking, etc.) or burning papers or other materials in the room or the apartment is forbidden.

26、Raising animals or bringing animals in the apartment is forbidden.

27、Putting heavy objects on the rail of the balcony or dropping waters, cigarette tips or other objects out of the window or the balcony is forbidden. Any injury or damage caused by the above behavior should be compensated by the student responsible.

28、Students can only do light cooking in the pantry room on the first floor in the dorm and should take care when cooking. Students are fully responsible for any injury or damage caused by improper personal operation. Cleaning is required after cooking to keep the cooking room tidy. Cooking in your room is forbidden.

29、Religious activities are not allowed in the dorm and school.

30、The administrative staff are authorized to give warnings and impose sanction to those students who always come back to the dorm after the closing time or do not come back the whole night. Those students in extreme cases would be asked to drop out.

31、Students should buy medical insurance. All the departments in the school are not responsible for any

medical payment of the students.

32、Students who violate the above rules should be educated and punished according to this regulation, and canceled the scholarship and free accommodation, and should also be given disciplinary sanctions or fine in accordance with Nanjing Tech University Regulations for International Students, Nanjing Tech University Regulations for Undergraduate Students, and Nanjing Tech University Regulations for Postgraduate Students.

These regulations are set on September 1, 2015.And implemented since September 1, 2015.
